The Governor has been telegraphed that although Lord Kimberley is advised that these steamers call within the provisions of the Chinese Passenger Act, he is to continue the exemption for the present, with notice that it is temporary. In transmitting these papers for any remarks you may have to offer, I am to state that Lord Kimberley thinks it questionable whether the highest class of mail steamers should not be distinctly and permanently exempted from some of the restrictions framed for a different class of vessels.
