Sir G. Kennedy asks for instructions & telegraph.

I am appalled to hear that no such instructions could reach him until the Govt. have had time to deliberate on the question, and that the delay may give rise to a protest.

I think it would be desirable that Officers opening the telegrams (for operations they may have to offer them

In the meantime I would telegraph to Sir G. Kennedy as follows.

"I am advised that these steamers are within Chinese Passengers Act. Instructions will be sent by despatch.- Continue Exemption receipt at present but with notice that it is temporary."

It appears we have acted somewhat unreasonably in this matter.
