A feature of the week (Messrs. Ilbert report) has been the steady downward tend with occasional daily reaction in cotton quota- tions in Liverpool and New York with new crop prices quoted ap- preciably higher than the old crop, which tends to bear out recent unfavourable reports of the new season's prospects. Un- fortunately, as far as fresh business from Shanghai is con- cerned. Prices in Lancashire ap- pear to be little affected by move- ments is cotton, being at the moment more sensitive to local conditions such as labour unrest and the increased cost of coal and materials generally. Cotton up Depression during the past week has been practically dead as far as actual demand for the raw material is concerned. Notwithstanding, the enormous profit-taking which. was constantly indulged in by those who had been engaged in the short side, the market showed very little resisting power and no rally of consequence has been er- perienced so far, according to Rosenfeld's Weekly Cotton Market Report. Notwithstanding optimistic German reports the situa tion in Silesia has apparently improved but little. The whole of the south-eastern corner is at present in a state of armed revolt, The Polish Government is acting with much forbearance under great German provocation and has hitherto not sent troops across the frontier: to "assist its compatriots, but Polish is feeling"daily being embitter- ed against the Allied delay in sending representatives to enforce order and fair treatment of the Poles at the hands of the Germans. The whole situation may be summed up as giving great cause for anxiety, ..

In West Russia the successes cigined by the Bolsheviks around Kamenka on the Dreister are most unlikely to affect the campaign in view of the imminent junction betwech Fettura and Denikin Such a junction would destroy as an effective organised force, the whole of the Bolshevik troops in the enormous pocket 250 miles deep br 150 miles wide south of Kieft. In South Russia the capture of Odessa now leaves the Bolsheviks without a foothold on any sea coasty. which will permit communication with an outside coast..

The situation in Upper Silesia is still serious, aggression and provocation by the Germans continuing. Insurgents are struggling against great odds by lack of munitions whereof the Germans have ample. On the Pazcyoa front the Ger- mans brought up armoured cars, machineguns and tanks. In east and west Prussia and the parts of Posnania occupied by Germans, they are systematically provoking the Poles Germans are rushing up reinforcements while thousands of the population have been forcibly deported from Silesia and many others imprisoned Polish quarters declare that the provocation of the population into rising is done in order exterminate the Polish element in Upper Silesia and thus secure the result of the forthcoming plebiscite farrarable to Germany.

TROUBLE IN LETTLAND.

Copenhagen, Aug. 25.

A message froth Riga says the Lettish Press bureaz announces that German troops.in Lithuania arrested three members of the British Mission and took them to Mitau but thanks to the efforts of the British Mission in liga try were released Russian soldiers coeperated with the Ger- mars in plundering the Leut headquarters on August 24 They stripped the Lett guard of clothes and money and destroyed the building, using boobs. Representatives of the Entente Mission to the Lett Government have gone to Mitau to take counter measures.

Von der Goltz has reappeared at Mitau where the Ger mans raided the Lettish Headquarters and looted the trea sury, stealing thirty thousand roubles.

Berlin. Aug. 29.

It is serai officially explained that Von der Goltz re- turned to Mitan on his own responsibility in consequence of the insubordination of troops in refusing to evacuate and claiming the fulfilment of the Lett Government's promise te grant them the fights of citizenship and settlement.
