Machines and engines must be designed and constructed within the Empire, except the ignition system, carburettors and instru- ments. The large type of machine must have seating ac commodation for fifteen besides the crew and travel ninety miles an hour. The small type carries two including, "t: pilot and travels at a hundred miles an hour. The sea- plane carries four, exclusive of the crew and travels eighty knots.

EMPIRE PREFERENCE RATES.

The Commissioners of Customs issue an explanation of the new Empire Preference rates mentioned in the Budget speech, on April 30, which operate on September 1. In the case of manufactured goods preference is only claimable it 25% of the factory or works cost of each finished article is due to labour within the Empire. Exceptions to this are manufactured tobacco, refined engar, syrup and molasses.

The United stes Jugar Equalization Board announced! on July 3 an embargo upon the exportation of refined sugar to Europe There is no general shortage of sugar in the United States, according to the Board. but there are local shortages and demand has been so great as to make a better distribution impos sible. The Board has declared its intention to oppose any movement to boost prices on the plea that there is a real shortage.

These domestic orders, despite" appeals of the Board, were held back until the refineries were hard pressed to fill European orders and then the full impact of domestic and foreign demands came simultaneously, Refined sugar exports from the United States during the last five years" are more than double in quantity than during the half-century preceding the war.
COAL SHORTAGE PREDICTED. The National Coal Association has sent out an appeal to the public to buy coal now in azt cipation of a country-wide shortage that is likely to send prices up 10 a prohibitive figure. "The greatest coal shortage in history is predicted for next| winter unless production is stimulated 20 per cent. or more immediately. At the present rate of production, it is said, one industrial plant out of every eight in the United States will have to shut down next winter for lack of coal. For the first twenty- four weeks of 1919 the production of bituminous coal is 65 000,000 short of what it should be to meet the nation's requirements of 530,000,000 tons, according to the statement of the National Coal Ass ciation. Various causes are given for the failure of the mines. to keep up production, among them the refusal of many miners who were laid off during the warm last winter to return and the emigration of thousands of European workmen. Evidence is not wanting of a world-wide- shortage of coal because of the extraordinary demands for. industrial purposes since the anding of the war. At the pre- sent time America is by far the cheapest market in which to buy.
