This is the first time that any claim has been made by the Indian Govt on that Hongkong on account of its convicts by the terms of the Transfer, the India Office were to defray the cost of their convict establishments in the Straits, certain reimbursement in respect of the labour of the Convicts. The 3rd Wacker how set 0.4.J. 0.6 Feb. 61 includes a sum of £1,718 on account of Hongkong "Convicts in the Straits. We knew at the time of the transfer that these convicts were "chargeable to Hongkong", but we also know that they were never thus charged, or any claim of account made on the Hongkong Government.
As India was to defray the cost of these establishments, any claim of this sort, as regards the last, seems to me not easily maintainable. There is further complication from the fact that a small portion of this claim arises from the (6000 3 | 72-II & § 5758);
