The Secretary for India has apparently requested, with his permission as with the procedure interrogating the accused person. But I think this procedure may be assumed to have worked satisfactorily, as it is quite satisfactory in practice.

Procedure (forms), embodied in the Code opd 72. - From a letter I have received from Mr. Stephen, by whom their Code was introduced, I learn that he is quite satisfied with the procedure & considers that the system should be introduced into England.
There has never been a conflict of jurisdiction between the authorities at Hong Kong.
