INDU
In the House of Commons on June 2, a Bill to redeem the Gov „erament's promise to Labour to sequre a restoration of the trade union practices abandoned orre- lared dnung the war was given a second realing, b
The future of the women now:{ working in industries from which trade unions formerly excluded them, wil raise some great practical difficulties and to night the hope was express- ed in several quarters, that a sex war will not be involved. On every hand, too; there was a keen desire to see the abolition of the restrictions on output, and there Swill be opportunity to secure this "by negotiation, for the present measure will be operative for a year only.
By the Bill, the second reading of which was moved by Sir Robert Horne, all pre-war customs given up during the war are to be. restored within two months of the passing of the Bill
Sir Robert raid the Bill would not, he hoped, involve any return' to the pre-war customs which Impeded output. He trusted that both employers and employed realised the need for output. It was as vital to us to-day, to keep up output as ever it was during, the war. We must always re- mais a great importing nation so far asraw materials and food are Concerned. Before the war we paid for these goods by the export
of caber goods, by the services of ...our ships as the carriers of the
world's goods and by the interesti on the money we had invested! abroad. What was the posi tion to-day? We had sold a great, mass of securities during the war, and the interest would no longer be available our shipping had. been reduced and rivals "were growing up, especially in the United States," who would do a great deal of their own transport in future; and we owed foreign countries £1,500,000,000 and could only pay the interest on the debt, and ultimately, the debt itself, bri goods. "All these facts` showed the necessity for increasing our production of goods..
Mr. Clynes earnestly wafned the working man against restrict- ing output. Any deliberate limitation of output may be of some harm to the industry and bring some loss to employers, but it is bound to be a great and real loss to the workmen themselves," he said. "Its tendency is not only to diminish their earnings, but also to diminsh the purchas ing power of that which they do earn. Dearness is inseparable from scarcity and to the extent that you lessen, the quantity of .good's produced to that extent you
are creating a
dear market." Why workers had tried limitation of output in the past was because they felt there was no chance of securing for themselves increased share of their increased effort.
He
"Restriction of output is going on to a great extent at the present. time," said Mr. Premer. hoped the Ministry of Labour would try to educate the workers as to the foolishness of restriction, and any employer, who did not-i assure his workmen a proper share of their labour was a fool. Profit-sharing was the one means by which labour disputes"would be abolished:
Major. Wood said the position of women, under the Bill was unsatisfactory, and Mr. Açland said women were considerably, alarmed.
and
Mr. James O'Grady counselled employers to reorganise their workshops scientifically, advised the
representatives labour to get an increase of output.
---Mr. Wignall protested that the Bill did not drive women out of industry. "But," he said, if it does come to the questions of whether work shall be for the mad or the women, there is no doubt the man must be the toiler.”
