Sam directed by the Lord President of the Council to acknowledge the receipt of the Earl of Kimberley's letter of the 20 instant transmitting a Copy of a further letter from the Attorney General of Hongkong on the subject of Appeals from that Colony

In that letter the Attorney General suggests that the Supreme Court of Hong Kong should have power in a certain class of Cases to grant special leave to appeal, although the sum in dispute might be below the appealable amount, and especially in regard to important questions of constitutional and international Law which he says arise more frequently in
