CHINA AND THE PEACE TREATY.
Peking, July 14.. 3. In regard to China's refusal to sigu the Peace Treaty, & Presid- ential Mandats is now being drafted for the purpose of explaining -the matter to the country. Its contents will be divided into two principal parts. The first will give an explanation of the reason of the refusal to sign in order to avoid misunderstanding among friendly nations, and the second will seek to persuade the people to keep quiet and waite to assist the country to progress.
A NEW LOAN :
- Shanghai, June 14. According to information from diplomatic circles, an Aviation- Lwin of twenty million yen has already been signed in Kalgan but the proceeds of the loan are for payment for airships, machinery and aviation materials. There will be no cash payment.;
It is reported that Chu Shu-tsang has already signed an agree- ment with Japan prolonging the Military Pact until the Russian situation has been settled.

The Government has definitely decided to appoint Chien Nung- james Chief Peace Delegate, in which the South has already given Giganteate, but the On Fook Club opposes the proposal, saying eng Yap-tong must be capointed and either the, Old or New Parliament should remain. The On Fook Club held a private con- ence and proposed closing the sessions of Parliament at the end of Angust, after which both Houges will forra a Constitutional Joint Conference.

The On Fook Club insists on, appointing Wong Yep-tong as Chief Peace Delegate. In an interview with the President. Wong Yap-tong expressed his willingness to accept the task.
