It should be thought expedient to alter these Regulations and Conditions of Appeal (which however are the same in Hong Kong as in most parts of the Colonial Empire) the Lord President is of opinion that it should be done by an Order in Council, or by an Additional Instruction to the Governor emanating from Her Majesty in Council, and not by any local ordinance.

The Lord President does not clearly apprehend what is meant by the proposal to give the Supreme Court in certain cases special power to grant leave to appeal to the Judicial Committee or more correctly speaking to Her Majesty in Council.

But this Lordship is of opinion that the Rules and Conditions laid down by Order of Her Majesty in Council, for the admission of Appeal, ought only to be altered or superseded

by the same authority which has imposed them.
