Gentlemen,

Herewith I forward report on papers submitted to me. I shall be happy to render any further assistance in my power.

I do not think it will be advisable to send a waterworks Engineer as no competent man would go to Hong Kong for business for £1,000-0-0.

A small sum of £28 is sent over. If full information is sent, the Governor may be advised as to works and if such are decided upon, a superintendent of works sent out unless there is a competent person on the spot.
