Referring to your letter of the 28 ultimo I have the honor to transmit, to the Earl of Kimberley's consideration, copy of a report and the documents submitted to him by this Lordship's directions respecting the Pokfulam Reservoir at Hongkong.

Mr Rawlinson thinks it would be unadvisable to send an Experienced Engineer to Hongkong, as no one competent to do so is in business out there except at a very heavy cost to the Government, but that if furnished with the information asked for in his report on Pokfulam...
