If it were worth while, I think that we could shew that Mr Rawlinson is far more responsible for the Pokfulam Waterworks than he is willing to admit in this letter. But it would only be a fruitless controversy. I understand from the Governor's despatch that the failure in water is mainly due to the insufficiency of the supply, and that the inadequacy of the reservoir is only felt during the dry season. Mr Rawlinson says that no competent engineer would proceed to Hongkong to report on the subject for a small sum such as £1,000. The Governor especially requests that some such...
