Zurich Switzerland, March $.—— In 1905 the German Admiralty estimated Germany's assets in non-European countries at 16.. 000,000,000. marks, equal to $4.- 000,000,000. Since then Germany has introduced, the compulsory fee stamp for all foreign securities imported into the -country. In the ten years from 1905 to 1915 such fees were levied on capital of 4,700,000,000 marks. If We add
to these the German investments in Europe. namely. $1,900,000,000 marks in Austria. and Bulgaria: 4,300,000,000 in Russia, and 6,400,000,000 in European neutral countries, we find that German foreign assets in all countries together amount to thirty-five thousand millions of marks in gold value' of pre-war times, equal to nine thousand million dollars.
These represent assets in securities. As to the Bysets invested in partnerships, they are only numerous in countries bordering on Germany, and per haps also in countries where many Germana reside. In countries such as, for instance, Scandinavia, German investments in the form of securities were comparatively small, and amount- ed for Denmark, Sweden, and Norway together to scarcely 1,000,000,000 marks, as the capital) market of these countries was already developed and satiated.. The same applies to Switzerland and Holland, where German) investments in the form of securities amount to only 600,- *000,000 marks.
OTHER SECURITIES HELD.. But just in such countries Ger- many's individual commercial partnerships are far more nu- merous. Statistics published in the year 1916, for the purpose of regulating the German currency, asserted that a large amount of negotiable securities were in Ger man hands at the outbreak of the wir. These statistics pretended to prove that securities of enemy Countries in German hands mounted to 7,400,000,000 gold roarks. securities of Allied countries to 4.800.000,000 gold marks and securities of neutral countries to 10,400,000,000 gold marks.
As the aforementioned statistics take into consideration and deál with Italy, the United States. Brazil, etc. as being neutral, the

smaller. These statistics thes amount to twenty-four thousand millions of gold_marks in negoti- able securities. The blockade and/ other economic war measures have especially depreciated the value of German investments in non-European countries, parti- cularly so in the case of money invested in purely commercial enterprises.
It would seem as if the new Socialist Government in Germany is prepared to confiscate foreign securities in German hands in order to provision the country with foodstuffs and raw materials. Zurich banker told me that the best securities thus owned by Gerinan banks will not be avail! able, as these have been mortgag- ed with neutral banks since the third year of the war. Especially such securities are mortgaged as
