We already have a civil administration working through native agencies in Meso- potamia and Palestine. We have built roads and railways, brought hundreds of thousands of acres under new cultivation, improved water supplies, and maintained courts of justice.
This is exactly the kind of work for which we British are suited. Those who like to see solid material advantage may be sure that the more these countries) come to flourish under our control the more bread there will be for us, and the better able will the inhabitants be to purchase the output of our, factories-cotton goods, machinery and implements. And those who are more inter- ested in the moral aspect of the question will take a pride in help ing an ancient and long-oppressed people to regain their former culture, and take their place once more among the high nations of the world.
