In the House of Commons speaking on the Army Estimates Mr. Churchill foreshadowed the possibility, owing to the favourable situation, of withdrawing foreign troops from North Russia by the end of the 'summer. 12 WAS S fundamental principle of British policy that Russia, must be saved by Russians, although the principle should be en- forced without deserting our friends. New Russia mast be a democratic state. The five great Powers had decided to make further support and formal recognition of anti- Bolshevist Governments in Nussia conditional upon the undertaking that their victory be immediately followed by the summoning a constitutional democratic Assembly. HOME POLICE DISCONTENTED.

· London, May 290. Prospects of a national Pohre strike on June 3rd. are growing. The position is that the Government gives an assurance of increasesd pay and better conditions in the service, bat refuses the demand to recognise the Police Union or reinstate several dismissed constables who the sioner Macready has issued a drastic order warning all ranks who fail to report for duty or when called on that they will be forthwith dismissed and not permitted to rejoin the Metropolitan Police under any circumstances. Dismissal " will entail-loss of pension rights. The Commissioner will not accept excuses from men of being unable to parade or Carry Da their work owing to intimidation. Oficers and men are authorised to defend themselves by all legitimate means if interfered with in the execution of their duty. Picketing of Police is declared illegal.

The Home Secretary in an interview with Heater admitted that the Police were inadequately paid, but, a committee was sitting thereanent and had already decided upon substantial increases of pay dating from April 1st. and improvement of conditions, especially as regards hous- ing. The Committee's report will deal with the whole country, including Scotland, while starting pensionable pay ́of a constable will be seventy shillings weekly. In the event of a strike Specials will be invited to help the Government.

THE PEACE TREATY.

Addressing the Thirty-eighth Welsh Division at Amiens recently Mr. Lloyd George said the Germans declared they would act sign the Peace Treaty. We replied "Gentlemen, you must sign. If you don't do so as Versailles you shall do so at Berlin." The Premier continued: "We are mot this peace being imposed on Germany. If it is necessary going to give way. The Germans have delivered the Anglo-French translations. of the first section of the counter-proposals, also handed in Two notes concerning German property in Allied countries, the Ottoman public debt and San Paulo question.

The Council of Four received the Luxemburg delegation and promised to settle all questions in accordance with the wishes of the people. The Luxemburg delegation expressed a desire for the preservation of autonomy and economic union with Belgium and France simultaneously.

RECENT INDIAN DISORDERS,

The India Office announces that for some weeks the centres of the recent disturbances have been quiet. Three tribunals are sitting in the Punjab for the trial of persons in connection with the riots, each including two experienced judicial officers. Up to the present eight persons have been sentenced to death and executed. The action taken has restored order in the Punjab. The Raj is considering the withdrawal of martial law in five proclaimed districte. There has been no indication of sympathy with the Afghan aggression, which had the effect of rallying all the martial and rural classes in the Punjab to the side of the Govern- ment The Indian Army and Police remained absolutely staunch throughout the troubles and except a few, disorderly elements the Punjab * villagers were not affected The ***Sayagraha” movement is largely discredited, especially in. Northern India on account of its violent character. Gandhi's attempt to revive the day of mourning and close the shops in Bombay did not succeed. Bengal, Madras, Bihar, Orissa, Assam, the United Provinces and Central Provinces remained perfectly tranquil,
