NORWEGIAN SHIPPING. The Norwegian Steamship Owners' Union has sent a recom- mendation to the Commerce De- partment that the export prohibi- tion against sale of ships from Norway to foreign countries be cancelled, or that at least dis- pensations be given for all ships over twenty years old, for all ships bought during the war, irrespective of age, and for all wooden and concrete ships. It is emphasized that the prices for these ships.. are still so good that it will be an advantage to the country to sell them. Further- more, it is believed that most of the ships bought during the war are uneconomical and in poor shape.

Over twelve months have elapsed since the work began, but the boat is not yet ready for sea, and it is stated that the engine trials were unsatis factory. The cost of this little operation to date is reported to be about seven times the amount of the original estimate, and it is, of course, not at an end yet.
