It is reported in the Japanese papers that since the war the, Government of India, "abusing the Shipping Control Acts," has been giving extremely bad treat- ment to Japanese steamers. The British Government, too, is intend- ing to protect British shipping by issuing the Coast Trade Prohibi- tion Laws in Great Britain and SHANGHAI via Ningpo Wosang the Colonies on all important SHANGHAI lines, which are likely to feel KOBE foreign competition. There is TIENTSIN reason to believe that the British SHANGHAI delegates are going to insist on MANILA the adoption of this policy at the MANILA Peace Conference at Paris. In making these statements the Japanese papers show their cus- tomany ignorance of the matters they discuss, for the British Gov. ernment claims no power of fiscal policy to the self-governing colonies.
