THE CHURCH OF ENGLAND.
London, May 1
The Church of England Powers Bill was introduced in the House of Lords yesterday by the Archbishop of Canterbury. It is regarded as one of the most important measures of the present session. Its object is to confer upon the Church large powers of autonomy, while safeguarding the State connection, thus preparing the way for a scheme of Church reform, recently much debated at the Convocation. Tester- day's Bill is of an enabling character. It empowers the Church Assembly to regulate its own constitution, ita decisions being laid on the table of Parliament and becoming law unless adverse motions are passed within the prescribed period.

It has proved the downfall of Ger many, and convinced the Allied sad Associated governments that the national development of each could be better assured by the security of permanent peace than by attempte to provote separato national interests. The covensat has made a good beginning respecting labour, disarmament, and responsi- |bility for backward Faces, which Lord Grey opined were the three essentials. It was good that the covenant accepted the provisions" of the labour convention. The most effective reduction of "armaments would come from the security of the League. They would diminish as the League grew strong. It wa vital, consequently, that public opinion within the Leagua "mast secure the utmost publicity for the Fquestion of reducing armamenta. The acceptance of the mandatory principle with regard to backward races was a great point gained. He was convinced the working of the covenant would prove it does not gọ too far and that it is not impractie- able. It would also increasingly satisfy those who say it does not go far enough. The key to the whole organism was the annual meeting of premiers or foreign ministers and as long as these were regularly beld and wisely inspired the world's peace should be secure, Meetings |of the Assembly, too, were most im
portant. Its constitution bad been criticised as insuficiently democra tic but its members would be sent by their respective governments, therefore it was for the peoples to see that the members really re- presented them. He hoped that with a view to inspire the functions of the secretariat it would shortly develop into a great international civil service. Lord Grey paid hand- spme tribute to the choice of Sir Eric Drummond whose appointment was originally suggested by the Ameri cans "He was still convinced that Russia and the enemy countries must be admitted as soon as they could be relied upon to observe the .covenant. ANNIVERSARY OF OSTEND.
Ostend, May 10. The anniversary of the British raid on May 10, 1916, was relebrat ed with the utmost ceremony here. Four British destroyers anchored on the spot where the last stage of the fight began. A big procession marched to the cemetery. Orations were delivered over the flower- covered graves of the Britishers.

KOREAN INDEPENDENCE.
Paris, May 12 The Korean delegation has petitioned the Conference urging Korea's claims for liberation from Japan and recon- struction as an independent state.
London, May 12.
The Korean petition requests the abrogation of the Treaty of Seoul of August, 1910, on the ground that this Treaty of Annexation was concluded in eircumstances of fruul and force which have vitiated its validity, The Koreans hold that their consent is and has been an essential "condition to the validity of the Treaty and it was and is a direct violation by the Japanese of the international guar antees regarding Korean independence and integrity. The petition asserts that the independence of Korea is guaran- teed by several Treaties signed by Japan and other Powers, as well as by Korea, which cannot be violated without being subject to an eventual revision by the powers assembled in an International Congress such as the Peace Conference. The petition seeks to justify the claim of Korea by analogy with the conditions pertaining in Poland and Alsace Lorraine.
The petition is presented in, the name and on behalf of the Provisional Republican Government of Korea and of over 18,000,000 Koreans.

In the House of Commous at question time Mr. Lesbia Wilson stated that 22 German passenger ships, of a tonnage of 168,800, and 88 cargo ships of a tonnage of 663,210 bad been handed to Britain. Dr. Macnamara stated that as the armistice fifteen German Kners of a tonnage' of $2,354 and 649 cargo ships of a tonnage of 2,251,339 were interned. abroad. Besides these, 290 German vessels of a tonnage of 591,931 were captured by the Allies. The Agures included ships operated by the Allies.
