to me that the Commodore did
quite right in declining to interfere.
Lord Kimberley has now forwarded a copy of the learned Judge's judgement on the main question
in dispute between the
parties in
the case, and in
which it has been found
that the "Roma" was
solely to blame
for the collision. I should not
venture
to offer any opinion
upon that Judgement, nor indeed would it be possible for me to do so, seeing that the facts upon which the Judgement would seem to have been founded are not stated. I may however observe that of the two reasons
