I have the honour to acknowledge the receipt of your letter of the 21st instant, forwarding to me copy of a letter from the Colonial Office, with its enclosures, relative to the detention of the French Steam Vessel "Le Vengeur" by Warrant issued from Admiralty Court as being and which formed the subject of my Report of the 3rd instant.
Lord Kimberley proposed in accordance with my suggestion to refer the question to the Law Officers for their opinion on behalf of the Admiralty.
