Mr. E. H. Hurley, Chairman of the United States Shipping Board, in an address to the National Merchant Marine League, out- lined a plan for the Dew merchant marine. REDUCTION OF FORMOSAN FREIGHTS.

The term of the Kobo-Keelung steamship service subsidised by the Government-General of For- mosa expired on the 31st of last month. But it is now reported that the N.Y.K. and O.S.K. steam- ship companies have decided to continue the service with freight rates similar as a whole to the old ones. It is anticipated that the following alteration will be effect- ed in the said rates: Sundries will be charged. Y7 per ton, The freight for bean-cake fertiliser will be reduced by 30 per cent. and that for sugar on the return voyage will be reduced by 28 per cent. The timber rate will be cut, down by 40 per cent.

On an average the reduction is by 30 to 40 per cent. Under these cir- cumstances, the rates charged by the Tamashita Steamship Com-
