Any general meeting at which & dividend or boat is declared or sanctioned may make a call on the members of such amount as the meeting fixes but so that the call on each member shall not exceed the dividend or bonus payable to him and so that notwithstanding the provisions of Articles 19, 20 and 21 the call may be payable the same time as the dividend or boons and the dividend or bonus may, if so arranged betreen the Society and the member, be set of against the call. The making of a call under this Article shall be deemed, ordinary basics of an ordinary general meeting which declares a dividend.
(1). Paris, April 11. Continuing his speech, introducing the Committee's scheme of international labour organisation, at the plenary sersion of the Peace Conference, Mr. Barnes said :---
The annual conference will be held at the seat of the League of Nations. The conference will consist of four members from each State, two being State representatives, one for the workers and ons for the employers. Each dele gate will be allowed to vote separately with a view to pro- moting the spirit of internationality. A permanent office will be situated at this seat to collect and distribute inform- ation. The office will be under control of a governing body constituted like the conference, namely half Government and half non-Government representatives. As regards pro- cedure Mr. Barnes explained that when a two-thirds majority of the conference framed a draft convention or recommenda- tion it would be deposited with the General Secretary of the League of Nations. Thereafter each high contracting party must submit the convention to its competent authority within twelve months and, if endorsed, the convention must be carried out Hereanent certain reservations were em- bodied to meet difficulties as regards Federal States, also provisions for providing special modifications in cases of conatries imperfectly developed, or with peculiar climatic conditions, etc. The scheme provided certain "inforcement clauses" but reliance is placed upon publicity and enquiry with an appeal in the last resort to the League of Nations. It was proposed that the first conference be held in Washing- ton in 1919 provided th United States agreed to co-operate. Mr. Barnes emphasised the importance of the proposed scheme. It would strengthen the League of Nations by enabling it to take root in the daily life of the peoples.
President Wilson, on behalf of the workers of the United States; welcomed the Labour Charter and also aug- gested that the Conference be held in Washington. At the plenary session the Dominion representatives present were Sir Robert Borden, Sir Louis Botha, Mr. Hughes, Mr. 'Mas- sey, Mr. Cook, Mr. Sifton, Lord Sinks and the Maharaja of. Bikanir.
Ao amendment of Sir R. Borden inviting the Conference to bring the Labour Convention into conformity with the Covenant of the League of Nations was unanimously carried.
The important question of inclusion by Mr, Barnes of the nine resolutions mentioned in the fits; section in the Peare Treaty was not decided Consequently their inclusion rests with the Council of Four.
JOY IN CAIRO.
Cairo, April 7. Learning the news of the release of the deported Nationalist leader's Cairo gave itself ap to revelry. Extra- ordinary scenes were witnessed. Enormous crowds thronged the streets all day long singing and cheering. There were processions in which all classes, including women, partici pated. No disorders of any kind occurred.
A NEW STATE.

It has been decided that the Saar basin form a separate State under the aegis of the League of Nations. The coal will go the French in perpetuity to replace her damaged mines and as part of France's claim for reparation. It is believed the French will also have a number of important administrative posts but not a complete mandate. It has also been decided that a certain zone be completely demili- tarised along the left bank of the Rhine and that no amount for reparations shall appear in the Peace Treaty.
