it is equally evident that being under certain circumstances, a vessel chartered to a Government, and under its exclusive management and control would not entitle it to the same privilege.
This is sufficiently shown by the case of the Ticonderoga reported in Sandbey's Admiralty Reporter p. 215, which appears to me to have a bearing on the present question.
It was an Action brought by Her Majesty's Ship Melampus against the American Vessel "Ticonderoga" for damage sustained in a collision between them in the Golden Horn.
The "Ticonderoga" alleged in her defence that she was at the time of the collision in the service of the French Government; that at the time she was in tow of the Steam Ship called the Sea Nymph which had been attached to her by the French Intendant, and that she was towed against the Melampus.
