A SERIOUS SITUATION.
London, March 20.
It was announced in the House of Commons by Mr. Thomas that he regarded the railway situation as very serious.
The members of the Consultative Committee of the Labour Triple Alliance conferred till late last night. The Coal Commission also met to prepare its report which was unfinished late last night. It should be in the hands of the Government to-day and will be submitted to the Miners' Conference to-morrow. It is anticipated there will be more than one report and that the Chairman's report will be confined to hours and wages, not dealing with nationaliza- tion while admitting that case has been shown for funda- mental reorganization of industry, an advance of wages and reduction of hours. Mr. Thomas on his return from France conferred with his Executive and subsequently with the members of the Railway Executive Negoliations with the two Executives will be resumed to-day.
In the House of Commons Mr. Bonar Law stated that the three reports of the Coal Commission had been signed and submitted to His Majesty. He Mr. Bonar Law) had just recaired copies. He had summoned the Cabinet this afternoon to deal with them and hoped it would be possible to make a statement to the House to-night.
He stated that the Government had definitely proposed that the wages, including the war bouns of the railway men, should be retained at the present level until the end of 1919, but the men have demanded increases, involving an addi- tional £10,000,000. This is very serious, because some addition to the railway rates is already inevitable under the Transport Bill"
Concluding, he declared that the miners' leaders 'never belors had such opportunity. If they rejected it, it would be the greatest mistake that was ever made by the leaders of a great industry,
He re-emphasised that any strike would be a strike against the State, and not one merely between employes and employers.
THE RAILWAY BITUATION.
London, March 21. The railwaymen's delegates discussed the Government's. offer last night and adjourned till this morning when they will consider their reply. Mr. Thomas at ten in the evening. went to the Board of Trade where he conferred with the members of the Railway Executive for an hour. The Execu - tive of the Miners' Federation" discussed the-Commission's. report but declined to make a statement beyond' saying that the situation is most serious and the decision rested with the Miners Conference to-day. Members of the House of Commons in the Lobby expressed appreciation of the impartiality and tactfulness of the Chairman's report and regarded the soncessions offered to the miners as the most substantial. The issue is awaited most anxiously.

The Government has arranged that the House of Com mens will sit on Saturday if the Labour position renders it mecessary. It has taken steps to organise reserves of food and an extensive employment of motor transport to convey necessaries to large centres,
Mr. Bonar Law's warning of strong measures in the event of strike has ovoked protests from the Labourite benches.
The newspapers are of the opinion that he would not have spoken so gravely if he believed in the possibility of continued bargaining.
The general view is that the temper of the men, who demand immediate nationalisation, may reject conciliatory counsels. Their leaders and papers unanimously appeal to them to accept the Sankey report, enable the commission to pursue the work which had already substantially benefited them, and not to alienate public sympathy by the blunder of a strike.
The railwaymen bars rejected the Government's offer, as cabled yesterday.
