The proposition is somewhat startling, but as the Chief Justice has acted upon it, the British subject, and the Governor think that he has done quite right, the matter deserves the most serious consideration.
The ground, upon which exemption from arrest was claimed in the present case I have already said, is the IV Article of the Postal Convention with France of 24th Sept 1866. That Convention will be found in the 10th Volume of Mr. Hertslet's Collection of Treaties at p. 108. The words of that section are as follows, "4.
