of positing out to all parties concerned that they were about to commit an illegal and unwarrantable act, which would have resulted in a serious collision between an armed Force and the French Authorities.
And he stated that he has taken effectual steps to prevent the recurrence of such a proceeding.
It becomes therefore very important to enquire whether the views entertained by the Governor that the arrest of the Vessel was an illegal and unwarrantable act are well founded; in other words, whether a French Vessel, which is engaged in the Fouch Postal service, and calls occasionally or regularly at some British Port in the course of her voyage, is exempt from the liability which attaches to all other Vessels for any damage she may have done in a collision with some other Vessel.
