Paris, February 23. A message from Berlin says a general strike, has been pro- claimed at Bochum. The Spartacists bombarded the mining establishments near Duisburg. Government troops are marching to Möunster and Bortmund.

Copenhagen, February 23.
A message from Berlin says that owing to sanguinary dis- turbances, Government troops have occupied Hanan, in Hessenassau, and disarmed and arrested members of the Red Soldiers' League.
The situation in the Ruhe basin is still unsettled, despite the announcement of the calling off of the strike.
An official Berlin telegram, while announcing that the Ruhr Soviets have accepted the Government's armistice terms, including the cessation of the strike and the surrender of arms, states that it is doubtful whether the Spartacists, especially at Düsseldorf, will carry out the terms, but the Government troops are ready to march with a view to establishing order.
