REDUCED FREIGHT RATES.
MANILA OPINION,
Manila officials of the Pacific Mail Steamship Company, of which Mr. J. A. Rossiter of the Emergency Fleet Corporation was formerly an executive, express- led the belief recently that the sweeping reduction in the freight rates from the

freight reduction will result in TYPEWRITERS er instruction, as he was about
bringing a large fleet of ships to Manila regularly during this year, Mr. R. C. Mortou, agent of the Pacific Mail, said that high|| freight rates had probably been one of the chief reasons for; the scarcity of ships calling at Manila, because of the fact that shorter hauls were much more profitable.
With lower rates. $80
which he believed will be adopteri of necessity by all lines, the long hauls will once more be in favour.
11
Mr. Morton bases his belief; that the new rates apply to the full number of ships under Am- erican registration upon the fact that the Shipping Board retained ia jurisdiction in the matter of firing rates when turning back ahips to their owners for just such an emergency. He is also certain that the other lines will be obliged to fall into line.
"It seems to me that this reduction of rates on this coast THE had to be made in order to compete with the rates in force on the Atlantic. In many in stances the lines operating in Pacific waters were, in direct] competition with the Atlantic lines, on which a reduc- tion became effective several weeks ago. The United States will, according to its tremendous shipbuilding programme, have the grestes: merchant marine in the world, and Manila is sure to be visited with its fall share of this tremendous tonnage."
Mr. Morton denied, however,: that a lack of bottoms has worked hardship on importers here and produced a shortage of many lines of goods.
"Most of the importers in fa- nila say that they are overstocked at the present time instead of short," he declared.
Officials of the T.K.K. line do not believe that their line is affected by the reduction, being: out of the authority of the United States Shipping Board..

serva Battalion Hoyal Engineers CIGAR STORE in recognition of his gallantry in saving life at bombing cactice in August last. On August 16, 1918, Lance Corporal Beard was tustracting recruits in throwing live bombe, when one of the men
to throw a bomb, dropped it in the trench. Beard at once ran out from cover, picked up the bomb, and, threw it over, the parapet, thereby undoubtedly saring the recruit from death or serious injury. The bomb explod- ed in the air before reaching the ground. In almost exactly similar circumstances Beard repeated this gallant action on August 23, thereby again saving the life of of a man who had dropped a bomb in the trench.
THE LEVANT COMPANY.
An important outcome of the preparatory measures already taken for promoting the exten- sion of British after-war iracle is announced in the shape of pre- liminary details as to the forma- tion of the Levant Company (Limited), with a capital of $1,-) 1000,000, and with Sir Maurice de Bunsen as chairman. Itaim is to revive, under modern conditions, the activities of the early British chartered company, the old Levant Company, which was the pioneer of trade in Turkey during the 16th and 17th centuries. It will operate, on its own account or through subsidiary trading companies, thronghout the Near East, where there is now so much scope for capturing for "Britisb trade the basiness formerly carried on by enemy firms, apart from the new opportunities provided by the opening up of new territory in Syria, Mesopot-

FROM WAR TO CIVIL SERVICE. An Order in Council, dated December 18 and published in ૩ recent Lowdon Gazette, states that it is expedient, by reason of the general interruption of academic studies during the war, that special and temporary provision should be made for the adinission of men of military age into his Majesty's Civil Service otherwise than by competitive examination. It is therefore now ordered that appointments within the scope of Clause 5 of the. Principal Order (the Civil Service (Consolidating) Order, January 10, 1910) may be made by selection on a competitive basis, bat without competitive examins- tion, through the agency of a so- lection board or boordaappointed by the Treasury, and according
