In the House of Representatives Mr. Padgett, Chair- man of the Representatives on the Naval Affairs Committee, said the Committee unanimously approved of the Govern ment's three years" naval construction programme involving an annual appropriation of $730,000,000 owing to a very earnest and insistent cabled message from Presiden: Wilson. The latter had cabled to Navy Secretary Daniels that nothing had occurred in Paris to change his recommendations in his recent message to Congress. Mr. Padgett refused to publish the text of the message "because it involved more than our own domestic policy." Mr. Butler, senior Republican Re- presentative on the Naval Affairs Committee, doubted whe ther the programme would ever be completed.
