KAISER BLAMES HIS STATESMEN.
Copenhagen, Nor. 30-A telegram from Cologue states that Professor Dr. Georg Wegener, writing in the Cologne Gazette, says that he received from Spa orders to follow the Kaiser to the ' frout. He writes:--
After lunch in the Royal train, the Kaiser, it then being the day before the revolution at Kiel and five days before his own fight, accofiled me three-quarters of an hour's undisturbed conversa tion, anattended by any third parson, during which interview he expressed his views on the political situation, and asked ser eral questions. The Government policy of the last weeks before the outbreak of war, the Kaiser said had been carried on by Herr von Bethmann Hollweg and by Herr von Jagow alone.
"I knew no more about it than that," he declared. "Against my will they sent ine to Norway. I did not wish to undertake the voyage because the gravity of the situation after the murder of the Archduke Franz Ferdinand was clear at first sight. But the Chancellor said to me. 'Your Hajesty must take this voyage in order to maintain peace. If your Majesty remains here it un- doubtedly means war, and the world will bay to your charge the reponsibility for this war."
"Well, I then undertook the voyage. During all this time I received no reports from my Government concerning current events. Strictly speaking, Ionly learned from the Norwegian papers of what was occurring in the world, and in this way learnt of the Russian mobilisation mea-
sures.

The Kaiser then mentioned the declarations of the liussian Min- ister of War. M. Sukhomlinoff, during the investigation which took place afterwards, which he Inter alterel to the statement that be la! not ordered real mobilisation, but only business for mbilisation. The Kaiser in- gisted on the correctness of the first declaration, according to which the Tsar had been caused by the Kaiser to recall the mobi- lisation order. But General Yanaschkevitch led to the TB, and the order was carried out in spite of him, and this mobilis- alion, he said, was the final reason for the war.
The Russian war party at Court, he continued, had already in the spring of 1914 compelled the Tsar to make preparations. From that time the Siberian regiments were gradually drawn westward. The regiments were told that the manoeuvres were the reason for these Kovements, and thus they marched on to the Volga and further westward until they reached Vilua, where they were suddenly handed out loaded cartridges and were told that they were now going to ght in earnest. In fact, concluded the Kaiser, "Russian troops were already over onr frontier before war was declared."
