Attention to the letter from this department of the 15th May last respecting a similar claim deferred by the Accountant General of the Navy against the Govt. of Hongkong, and instructions request that gaahanmuus may be issued to ensure in future the payment of such claims at the place (and extent) where they may be incurred.

How Explained
I do not think that the Govt. of Hongkong will be prepared to pay their share of charges within more explanation is pending on them in the accompanying draft.
The Army have managed to mix the claims in such a way it is almost impossible to understand them.
Separate letters will be addressed to you in respect of the other claims referred to in your letter under acknowledgment.
