Manila, Jan. 17.
The hemp market of the United States, the sluggishness of which has put a serious crimp into the Manila export trade, and as a result of which, it is said, savera! dealers stood to lose several millions of pesas, unless there was an early revival, now gives promise of an upward turn, cables just received from New York indicating that Class "I"grades will soon be in demand at a price of 17 cents gold a pound. At this price local consigners can realise à fair profit. Experts on Manila hamp are confident that the market must resume a brisk tone in spite of the attempt of a certain group of speculators to keep down the prices in the open market. The probable shortage of the hemp output as a result of the typhoon in December, which it is estimated destroyed some 8,000,000 pesos worth of fibre plants, and the decrease in the amount stripped owing to the labour shortage caused by the influenza, are factors which must soon enter into the determination of the market price.

Mr. C. H. Davidson, a designing engineer from the United States, has arrived in Manila and will have supervision of the construct- ion of the new pier, No. 7, of the Philippine Government at this port. Work on the structure will be started at once and will be rushed to completion with all possible dispatch, depending only on the promptness with which material is delivered from the United States.
A Bill calling for an appropria- tion of 10,000,000 pesos to cover expenses in connection with the l'efforts of the Filipinos to secure independence. has been introduced in the Legislature. This sum is in addition to 500,000 already passed to defray the expenses of the Independence Commission to the United States. Several members of the misson: including Manuel L. Quezon, have already left for Washington and the others will leave at a latter date which will be deter. mined by the time which will be convenient to President Wilson.

The German ships seized by the, Government in Philippine parts at the time the United States declared war on Germany, which have been placed at the disposal of the Philippine Government and which have been under lease to V. Madrigal of Manila for the past year, will again be leased by the Government by competitive bid, it is announced following Madrigal's announcement that he would return the ships to the Government.
The vessels which
have been under lease are the Yazoo, Quinebaug, losco, Laen- samud and Raritan.

A Manila business house bas just received advices from a firm in New York quoting a trans- Pacific freight rate of $17 to $18 à ton
on shipments during June and July of this year. This the lowest rate which has as yet been quoted for this port since the war and is taken to indicate a further reduction of ocean tariffs. The advice does not state specifically, but it is believed that it means from Pacific Coast ports.

A BLACK DIAMOND.
A planter of Kuala Selangor is the lucky owner of a magnificant specimen of that rare precious. stone. a black diamond. Its weight is but two and a half earate, not a very large sized stone, for an ordinary white- diamond, but quite above the ordinary size for a stone of this colour. It has been beautifully cut, and has no less than twenty- four facets on its surface.
When
in Singapore a few weeks ago,
the wife of the owner of this stone took it to experts of valua- tion. She was told that the value of it was anything from $5,000 to $10,000, its real price depend- ing on just where a suitable market could be found for so rare a stone.

INFLUENZA TRAGEDIES.
Que of the saddest incidents in connection with the influenza epidemic is that which has just occurred in the family of Mr. Ernest Wheeler, a house deco- rator, of Hampstead, whose son, wife, daughter, and daughter-in- law have all died within a week. Another sad case has occurred at Slough, where William Marwood, a railway booking clerk, bis wife, and infant son, victims of influenza, were buried side by aide. A number of railwaymen bare the coffins to the grave. In a Black Country town, in one day, two sisters, a father and son, and mother and daughter were buried.
FIVE HOLD UP FORTY MES.
Forty persons were held up at the point of revolvers recently in a restaurant at 136 East 13th Street New York. Five men participated in the holdup. Two wore black masks, while a third had a white bandkerchief tied over his face. About two hours later evidently the same five men entered the saloon of Isaac Hirschhorn at Second Avenue and First Street, and, after foar of them had drawn revolvers, ordered Hirschhorn, his bartender, Emil Zachweinger, and Henry Facha, a tenant in the building, throw up their hands. Two of the men then went behind the bar and took $500.

If we are to believe Dutch news all Berlin is flooded with postcards representing him in much more modest guise. He is wearing a frock coat with the appropriate tall hat which before the war was considered the certain sign of the Englishman. That is a new bit of the Kolossal peace offensive which the Germans
are working with conviction and energy, The Kaiser is no longer a militarist. He is a civilian endowed with all the virtues which must dis- tinguish the Emperor of Peace. The transformation has come a little bit late. If it is the costume of defeat which the All Highest is putting on, a short coat would seem more suitable. But perhaps he will come to that and we taust remember that before the war the Berlin sparks got all their clothes from English tailors.
