The "Times" correspondent at Paris reports (Jan. 20) that in order to ensure direct Dominion representation st the Peace Conference in all discussions where the five big Powers will participate, the British Government has decided to allocato a fifth sest to the Dominiona separate representa tion by two delegates, when thair special interests are ecocerned, and-at sittings of the full Conference. TROUBLE WELL IN HAND.
London, Jan. 91.
The wave pi labour unrest at present passing over the country, involving the miners, engineers, boilermakers and many kindred trades, for the concession of a forty-seven hour -wook in the engineering trades has been causing much fric- tion, whereanent 15,000 in London slone are striking. The mon complain of the stoppage of a number of recognised privileges, including breakfast and tes intervals, and the few minutes grace for arriving at work. Members of the unions concerned met the London district employers on Jan and declared the trouble was well in hand. On the ather band the men threaten a general strike if there is no satisfaction. Many thousands of shipbuilding engineers in various parts of the country are involved in the 'break- Esat strike" while the South Wales steelworkers sad several hundreds of engineers in allied trades at Lowestoft strack i sympathy.

TWO BANDITS CAPTURED IN HONGKONG.
Kwong Hai City was beleagur ed and laid seige to an 18th January last year by an army of about 500 armed robbers, who looted the whole city, captured. many › men and held them to ransom. No truce was secured of them and everything was even“ tually forgotten. Amongst those who were robbed and held to ransom were four Chinese mer
chants of Hongkong, who had branches in Kwong Hoi City and Hongkong.
One of these victims (of a firm in Jevois Street) while walking down Ko Shing Street met one He recognised of the handita. him immediately and put the police on his track with the re- sult that two men and a woman were arrested.

The principal counts against Ng Iu were that he had robbed, kid- napped and held to ransom Pang Sai Yeang, Pang Wing Kwai, Pang Wing Tas and a boy of 13 years of age, named Chan Kit Tang-all of the Kwong Hoi City. The woman W25 charged with aiding in the var- ious crimes.

Mr. Longine tto, he said, had already pointed out that it was possible that the money was liable to be fiscated by the Chinese Govern→ ment if the fugitives were surrendered the Chinese authorities. In the ordinary course, the money would have been transmitted by him to the Governor of Hongkong, to decide whether the

the fugitive or the Chinese Govern- ment. He had recommended that if any portion of the money was found possible to be return- ed, $250 would be allowed to Mr. Gardiner, for the defence of the
