Loncop, Dicemer 23,

A report has been issned by an important Commities under the chairmanship of Sir Richard Var Smith, Chairman of Lloyds, which was appointed in 1917 to engairs into the provision of social facilities for post war trade. The Committee thinks tast existing insitutione, with certain extensions, ought to be able to provide ufficient facilities without State intervention. It'mphasises that an early retorn to an ff olive gold standard is the only proper check on uadas pantion of credit and recommends the causation of Biste borrowing as early as possible, all available money-being required for financing commerce and industry.

The Report incidentally makes an interesting saggsetion in connection with proft-tharing. It says it would be a good thing if sportion of new capital issues of preferential abstes in industrial concerns giving a good return were reserved for the work people.

IMPROPERLY LABELLED GOODS.

FROM WAR TO PEACE.

London, Dec. 13. Mr. Churchill made a detailed statement at a confer ence of the Trade Unions Advisory Committer and En ployers outlining the measures taken to facilitate the tura- over of the industry of war to a peace basis. He said stocks of war materials amounting to approximately a thousand million sterling bad to be carefully disposed of without dia locating normal industries. The Headquarters staff at the Minsky on 11th Nor. exceeded twenty thousand of whom between 4,000 and 1,000 would be retrenched by 31st January, es The Munition Inspection staff exceeded seventy thousand of whom sixty-five per cent were women, and already twen ty-five thousand inspectors had been released. In November the output was the highest ever attained. Sir Douglas Enig's artillery in fifteen successive days discharged over twelve thousand tons of shells daily. During October the average production of filled shells was over forty-seven thousand tons weekly. The Army's unshakeable conidence in shells and guns was the best tribute to the efficiency of the outpat By Xmas 230,000 persons will have left munitions production and very large numbers are already being re-employed in pesce work. The change over in the steel trade was work ing most satisfactorily. Export prices of steel are fixed till 1st May. All restrictions on the purchase and "maunfactura- of machine tools had been remored and large stocks of non- ferous metals bad already been placed on the market. Suy plies of numerous other controlled materials had been re leased. Relaxations of Government control were proceeding daily and priority of classifications for manufacture had been abolished. Measures are being taken to develop alter- native production during the transition period. Hereanent the Dominions had been invited to place orders through the Ministry at advantageous teems. The Railway Executive had ordered one thousand locomotives and forty thousand wagon. Large orders for Government housing schemes as being planned and the widest steps are being taken to adapt munitions into articles, of commercial use. - Mr. Churchill in candiasion foreshadowed that is a very few months the great industries will have reamed their natural activity. He said there ought to be a period of great activity follow ing the transitional period.
