Legislative Council of this Colony The questions dealt with by the Ordinance have received such full discussion in documents already in Your Lordship's hands that it is unnecessary for me to give any explanations on the subject.

With the single exception of the insertion in Section 18 of the words authorizing the Governor to order the release even if the warrant had been handed to his Consul but before he has left the Colony, the Ordinance remains in accordance with the Draught sent out in Your Lordship's Despatch, No 97, of the 15 July.

The mode of procedure is so simple that I anticipate no difficulty in giving practical effect to this enactment, and the only condition which should be inserted in any arrangement with a Foreign Government, refer to the payment of expenses and the limitation of the period of detention.
