According to a message from Berlir, the Zakal Anzeiger anys the Executive of the Soviets has withdrawn the invitation to the Bolshevist Delegation as the troops on the Eastern Froat refused them passage through the German lines. London, Dec. 9. Mr. Lloyd George, spesg at Bristol, said that con- scription was introduced in ritain to meet a great amer- gency. When the need has passed the Act would lapse and there was no intention renew it. `The Peace Con- ference would be urged to bolish the Continental con- script armies in order to ent the horrors of war and secure a permanent peace. Peace Conference perpetuat- ing European conscription would be a farce and a sham. The British Navy was a defensive not an offensive weapon, therefore wo did not mean to give it up. (Cheers). The Premier reiterated that as far as Germany's capacity admitted she must pay the cost of the war to the last penny. The Allies' war bill was £24,000,000,000 starling. It was inconceivable that losers who were in the wrong should pay less than winners who were in the right. The Premier hera pointed out that owing to our naval expenditure and the way Britain had paid and treated her soldiers our war hills were immensely more heavy than Germany's Our Europesti Allar were unanimous that the ex-Kaiser and his accom- plices must be held responsible for their war crimes and he hoped President Wilson had decided similarly. Informa tion in the possession of the Government showed that the ex-Crown Prince was probably the prime instigator of the war. Mr. Lloyd George deprecated Germany paying her indemnities by the dumping of sweated goods. He was against keeping for a long time & large standing army for the occupation of Germany which would be bad business in- dust: ially. German aliens would not remain long in Britain, they were going to be fired out and there would be no more coming in (Loud cheers).
Mr. Lloyd George's speech was addressed to an audience composed exclusively of women electors. He said that over a million women had been engaged in munition making, 360,- 000 in land work, 222,000 in Navy and Army auxili ary nursing services and scores of thousands in the civil service. We could not have won the war without these women. Pesce must be sternly just as well sa equitably just. There must be no "Alsace-Lorraining" whereby we should be making the same mistakes as Germany made in
1871.

The report arges a preliminary discussion with the „Dominioss and Allies on broad questions of principle and Empire-wide propaganda in order to convince the whole Empire of the vast importance and possibilities of serial transport. It also emphasises the importance of uniform legislation as far as possible throughout the Empire en Beronautical matters and of avoiding any appearance of dictating to the Dominions or in any way infringing their antonory.
Dealing with oversea traffic the Committee point out that the Dominions and India, owing to their great geo- graphical areas, and the wide distances which in many cases separate their important centres of population, offer s fruitful feld for the development of civil seronautics. The Committee emphasises that the improvement of inter- Imperial communications is likely to have an important bearing on the problem of future inter-Imperial relations,

SUPPORT FOR GERMAN GOVERNMENT.

The solemn entry into Berlin yesterday of large forma tions of Prussian Guards was an important political event because it means strong military support for the, Govern- ment. Representatives of the Guards took asthe promising absolute loyalty to the Government. The Independent Socialists vainly exhorted the troops to disarm and, the Spartacusers are much alarmed at the new turn of events The troops who included a specially formed battalion com- posed of all German races were received at the Branden- burgertor by the Empire and City officials. The railway, stations and squares and other places vers lavishly decorated. The German Finance Minister, Herr Schifterer, in & speech complained of money being squandered on un necessary State management. The new War, Tax Bill will- be introduced immediately with retrospective effect into 1914
