The condition attached to the vote I have purposely added, because in this exceptional case I have not considered it right, without Your Lordship's approval, to allow the expenditure of Public Money. Nevertheless, it is of the utmost importance that if effect is to be given to the vote, the work should be completed during the present building season, and I shall be glad, therefore, if Your Lordship will communicate by Telegraph this decision at which you may arrive.
