There is no use in asking the War Office to
contribute.
As the vote is one
of necessity, I see no alternative but to sanction. It is unfortunate, as the Hongkong finances are not at present sufficiently flourishing to allow of much extraordinary expenditure.

& the Clergy
of course having
his stipend
secured to him personally
