PROTEST AGAINST ABLEGATIONS OF INPUMANITY.

A German cfficial wireless message slates:-Germany's Reply to President Wilson is as follows:-
"Ia socspting the proposal for the evacuation of occupied territories, the German Government has started from the assumption that the procedure in this evacastios and the conditions of the armistice should be left to the judgment of the military advisers, and the satmal standard of power of both sides in the field, maar form the basis of arrangements safeguarding and guaranteeing tha standard. A despatch from Sir Douglas Haig, dated July 29, cover- ing the operations since the first week of December last has been published.
Chief interest lies in his account of the German offensive of March 21. He begins by emphasising that the difficulties created by the transition from the offensive to the defensive policy, pecessitated by the collapse of Russia were accentu ated by the reorganisation of the British divisions from a thirteen battalion to a ten battalion basis and by the exten sion of the British front to Barisia. Meanwhile the large reserves which the enemy were able to create by transfer- ring numerous divisions from the east, enabled him to Carty out extensive training with nníts completed to establishment The Intelligence Department on March 19 reported that the enemy would probably attack on the Arras-St. Quentin front on March 30 or 21. The British dispositions to meet the expected offensive were as complete as the time and troops available could make them. General Gough's Fifth Army then held a 49 mile front from just south of Barisis to Gouzeaucourt. The number of divisions in the line only allowed an average of one division to 8,750 yards of front. General Byng's Third Army held a 27 mile frons from north of Goazeaucourt to' south of Gavrell, the average length of front held by each division being about 4,700 yards. Altogether at least 64 German divisions participated in the operations of 1st March, a number considerably exceeding the total forces composing the entire British army in France. 1. The total British force on the original battle-frent on the morning of 21st March was 29 infantry divisions and, three cavalry divisions, of whom nineteen infantry divisions were in line.
