It is reported that the German reply to President Wilson was handed to the Swiss Minister at Berlin last night. Germany therein declares her willingness to provisionally stop submarinism in order to advance peace.

A message from Berlin says the reply to President Wilson - was delayed owing to differences of opinion as the last moment. Forecasts of the reply published in Berlin declare that it will protest most strongly against the accusations of cruelty and will justify submarinism as a reprisal for the starvation of the blockade. It will indicate that Germany will not submit to a peace destructive of her future.
