Since the outbreak of the war up to the promulgation of the Japanese Wartime Shipping Control Act in September, 1917,
the Bitisa Government had
bought 26 vessels from Japan on condition of supplying the necessary shipbuilding materiali These vessels, which aggregated 250,000 tons deadweight, were built at the Kawasaki Dockyard, Osika Ironworks, and Asanɔ, Hatima, and Mitsubishi Ship- yards.
