Reclamation of Land in Mongolis.
Sinca the last days of the late Ching Dynasty efforts have been made to reclaim the lands in the districts occupied by the "Mon golians of the 13 Bannere on the.. border of Mongolis; but so far "unly about 20 per cent, of the fertile land there has been reclaim ed and made arable. This jalow progress has been due
to the lack of funds. On his. arrival at the Capital, General Tsai Cheng baun, Lientenant General of Saiyasa has made proposals to the Central Govern- ment to start the reclamation work on a large scale.
