I have protested very strongly against Hongkong being made a
sort of penal Settlement or refuge for the destitute of China. Her Majesty's Officiating Consul repudiates, I was
glad to find, any participation in
a proceeding

unjustifiable
as
disclosed, but I doubt
not that Your Lordship will
agree
with me in thinking
that
it is his duty to make enquiry into the matter and take such

will prevent a recurrence
of what I now
complain.
