This correspondence does not show who is responsible for the deportation of Chinese from Shanghai to Hongkong.
I think I would in the first place send a copy of the despatch (and the enclosures original, to be returned,) to the Foreign Office, and would be glad to know that Lord Kimberley would instruct H.M. Consul at Shanghai to endeavour to ascertain by enquiry, on the spot, who is responsible for the deportation of these Chinese from Shanghai to Hongkong?
