"The Minutes of the Council held the 19th September, are read and confirmed.

"Read. Despatch from The Right Honorable The Secretary of State for the Colonies, dated the 29th July, 1872, transmitting Copy Report from the Emigration Commissioners, wherein it is pointed out that there would be considerable difficulty in relieving the Mail Steamers of the Peninsular and Oriental, and Messageries Maritimes Companies from the operation of the Chinese "Passengers' Act 1858, and the Hong Kong Ordinance No 8 of 1871; and in view of such statement, calling upon the Governor to consider the subject, and to report whether in his opinion, it would be desirable to make an exception in favor of these Companies.

At His Excellency's request the subject is discussed, and the Council advises that the Provisions of the Imperial Act, and the local Ordinance, be strictly carried out until it be shown to the satisfaction of the Government that a...
