Canvey Island Enterprise.
The Committee of the House of Lords is considering a Bill empowering the construction of an important wharf and railways st Canvey Island, at the mouth of the Thames. The wharf is to be 3,000 ft. long and will secom- modate the largest vessels, enabling the embarkation and discharge of passengers and cargo without proceeding up the Thames. The estimated cost is | over £1,250,000. It is stated that the proposal is actively supported by the leading shipowners and " public men from the Dominions. French Demand for Japanese
Toanage.
Some time ago it was reported that the French Government had approached the Japanese Government with a request for steamers. The request was met by increasing the number of steainers on the N.Y.K. Mediter-" ranean service, and by the inauguration" of a Marseilles service by the Osaka Shosen Kaisha-not by offering the required number of vessels. It is now reported that the French authorities have again asked the Japanese Government to supply more steamers for French service, and the request has been referred to the Nippon Yusen Kaisha and the Osaka Shosen Kaisha. It is stated that the French Govern- ment desires Japanese ships to carry French official shipments from Port Said or Alexandria at freights officially fired by the French Government, while it' will not hold itself responsible for insurance against war riaka. According to the "Mainichi," the steamship companies will have to suffer much inconvenience in regard to shipment permits and coaling if the request of the French Government is refused. The two companies will accord- ingly agree to the Franck request, and it is expected the Nippon Yusen Kaisha will use the Asia- maru and the Akehono-mary for the purpose, while the Haru- maru will be operated by the Osaka Shosen Kaisha.

Advantages and Disadvantages of Concrete Ships. assigning advantages to concrete ships. as compared with steel productions, perhaps the main factor is that they meet the crying needs of the moment, says the "Journal of Commerce," Much less steel is required, which in itself is of inestimable value. at the present time. The propor tion of saving varies with the size of the ships; the larger the ship. the less the saving. On a 5,000- ton ship the saving in steel would probably not exceed about 30 per cont. On a small vessel over 50 per cent. might be saved. "If a hundred 1,000-ton ships were built

the
10,000 tons of steel might be looked for. Two farther important advantages are, cheaper and quicker construction. Another weighty consideration is that labour, other than that of existing skilled shipwrights, can be successfully eruployed. Again, the necessary shipyard plant is: Y cheaper. simpler, and more easily installed, whilst the material for making the concrete are available in almost any locality. It is also presible that a claim for inereazed efficiency due to a reduction of skin-friction could be substanti sted. One of the main defects is the greater weight, which, type for type, approaches 100 per cent. increase. It follows that there is a proportionate indresse in displacement for a given dead- weight. Where deadweight freightage is a governing factor, the concrete ship can only com- pare unfavourably with the steel 788sel Where "bulky" articles have to be carried, the point is not so important. Commercially, of course, any increase of net tonnage involves further expend- iture for port and harbour dues. Then, again, bad weather has a greater delaying off-ot when. concrete ships are being built than when steel is used. Another difficulty is that encountered in launching as the increased weight adds to the dangers. on that operation, From the foregoing brief review, it will be seen that many points of advantage in the. ferzo-concrete vessel are more than doubly valuable under present circumstances. Their utility as a war-time expedient Is unqestionable. This is part icularly, the case in regard to the smaller vessels now being produced in this country. A large ocean going "versal of 5,500 tons has just been launched at Ban Francisco The development of" the use of ships of this size and, the question of the commercial; future of concrete vessels are matters which may be left for the future to decide.
