The Pan-German Tages Zeitung declares that all parties favouring a German pesce most sharply oppose Count Hertling and the Government. The more moderate papera approva of the declaration, although the Tageblatt points out that the restoration of Belgium is still canditonal. The Centre organ, Germanio, also emphasises that Count Hertling is strong for political esfeguards. The impression is growing here that the Chancellor's statement was made merely to appease the Socialists.

The Imperial Conference has passed a resolution favouring the establishment of an Imperial Bureau of Mycology to investigate fungoid diseases, to which the Governments of the Empire ahoald contribute.
The Conference agreed that further action regarding double income tax was impracticable in" war time, but the whole question ebould be reviewed immediately after the war and the law should be amended to remedy the present acsatisfactory position.
The Conference asked that the Governments of the Empire immediately consider #bether steps could be taken to co-operate

A Havas message from Paris dated July 14 says: To-day the National Fete was celebrated in Paris more solemnly than ever. Private houses and públic institutions were pro- fusely decorated for the cocasion. Columns of troops of all the Allied Armies, French, British, Italian, Belgian, Amer- ican, Servian, Polish, Czecho-Slovak, Greek and Portuguese marching along the beflagged areates were cheered by an enthusiastic crowd. The newspapers point out that bence- forth the 14th of July will have a new character. It is not only France's fete but the whole world united for the defence of right and liberty against the Germen brutal attempt at world domination.
