That no analogy exists between the traffic of the Peninsular and Oriental Steam Navigation Company and the Messageries Maritimes Companie(s) on one side, and that of the Pacific-Mail Company on the other side. The former Steamers only carry passengers (and in no great numbers), to the places referred to in this Department, which are not far distant, while the latter are mainly laid on for the purpose of carrying emigrant(s) (though not under contracts for service) to the United States, a voyage of more than thirty days duration.
As the Pacific Company, as part of their business, find difficulty in complying with the regulations, the other Companies whose Steamers rarely carry more than fifty or sixty Chinese passengers for a short trip, naturally consider that the Law presses unduly hard upon them and occasions unnecessary interference with their business, from which no good can result.
