This means that Germany's war loans bad reached double the amount of England'e, and that, notwithstanding this isct,, the floating debt, is 80 per cent of that of England. As to the war expenses, real statements do not exist. The last four semestrial credite were 15 milliards each. The firet 15 milliards were seked in the last week of February,. 1917, the second 15 milliards in the second week of July 1917; the third 15 milliards were-azked in the third week of December, 1917, and the fourth 15 milliards. in the second week of March, 1918. That means that the third 15 milliarde were only enfoisat for covering the war expenses of fifteen weeks, while the firet 15 milliarde covered the war ex- penses oftwenty one weeks.

The proceeds of the war loanf would have to be slanét 45 mil- liuzda, or $11,250,000,000, if Germany wants to return to the good order of war finance which he in reality preserved notil the fourth war losa. Until the fourth war loan, all expensee at the end of each six months of waz could oily be covered by a consolidat ed long-term loan.
